09/01/04 DRAFT Meeting Minutes

Members present: *Karen Graber-Wright, *Greg Grenier, *Eric Matthews, *Bryce Sheffler, *Rob Sweppenheiser, *Eugene Weisbrod; members absent: Laura Blain, Ty Reynard, Skip Smith

Visitors: Township Supervisor Marshall Fuller, Erik Lundberg - Montoursville office of PENNDOT

President Eric Matthews called the meeting to order at 7:11.

The next meeting will be October 6, 2004 at 7:00 at the township building.

Approval of minutes: A Sweppenheiser/Grenier motion was passed to accept the August minutes.

Public comment and questions: None.

Communications:
· Erik Lundberg - "What do you need for a good paved road?"

Old Business:
· A Subdivision And Land Development seminar is planned at the Williamston Inn on 9/9/04 given by PSAT. $25 per person, or $20 for Planning Commission members. Ty might already be signed up. Laura was interested in attending. Eric is attending.
· Question raised in May if we should use "Sheshequin" in our mailing address. Laura to study and bring a proposal forward.

Road Plan: Erik Lundberg attended the meeting to provide some information on roads. He has 12 years experience in his current job. He can write contracts and advertise for bids. The best time for bidding a project is March or April for Asphalt. The best time to oil and chip is on the hottest day of the summer and never after September 15th.
   Erik pointed out that it is important to set standard for new roads in subdivisions based on what you want for the future. A 16 foot wide gravel road may not be adequate - the current standard is 20 feet wide. Also, the township may want to specify tar and chip. Drainage plans are also needed for developments and roads.
   Prioritization for paving or tar and chipping roads should include: traffic volume, number of residences, cost of each road, drainage issues, washboarding, amount of maintenance required.

Dirt and Gravel Road Program: aiming to eliminate dust while still promoting tourism. This is not approved by liquid fuels.

New Business:
· Mike Giordano subdivision: Sweppenheiser/Weisbrod motion was passed to recommend approval of this subdivision to the Township Supervisors.
